We are hiring for an M&E Projects Manager to undertake the contracts management of electrical services,and installations including electric heating, electric testing and inspection, lifts, controlled entry/CCTV, communications equipment, ventilation, fire fighting equipment, lighting conductors, etc. The successful applicant will also be responsible for undertaking the management and delivery of the electrical, maintenance and stock investment contracts throughout the Group for all housing, associated land/buildings and in respect of corporate buildings. To work with contractor and consultant partners, colleagues and residents across the full range of resident services, to ensure that customer involvement and resident satisfaction is at the core of the decision making process and delivery of these services.


Apply professional knowledge in the procurement and contract management of electrical services (testing, repair, removal & installation) – ensuring they represent best value for money. Manage the periodic testing, inspection and works programme including taking responsibility for delivery to time and budget for the overall programme. Management and ownership of electrical asset database including ensuring that all NHG properties have established lifecycles for electrical assets. Management and ownership of electrical testing database and production of short term and long term inspection programmes. Contribute to strategies, policies and procedures for reactive/responsive repairs, stock investment/improvement, voids works, asbestos, disrepair claims, and other related areas to ensure the best use is made of the Group’s property/asset investments, and align with strategic plan objectives. Focus on achieving best practice performance in responsive/reactive repairs with an ultimate target of ‘right first time – every time’ through continuous improvement. Ensure all key stakeholders are kept informed of performance and relevant developments. Use technical expertise to inspect, specify and analyse repairs required to a range of electrical defects, both domestic and commercial/industrial (including major defects). Aiming to carry out cost-effective repairs with the minimum disruption to service delivery. To include the production and presentation of detailed technical specifications and reports on the councils computer systems. Provide technical support in disrepair cases, ensuring that repairs are carried out on time and in line with agreed standards, whilst monitor and check repairs and maintenance work to ensure that they are complete to the required standard within agreed timescales and to the satisfaction of the residents and relevant Environment and Housing Management staff. Maintain control of costs by specifying accurately and completely all the work necessary for the rectification of a defect. Agree any necessary unforeseen extras as promptly as possible. Manage and monitor installation, service and maintenance contracts to ensure compliance with Network Housing requirements. To compile technical reports and all other relevant documentation for presentation at court. To represent the council at court in relation to electrical issues. Manage, supervise and monitor contractor performance on a daily basis, ensuring adherence to set targets and improved repair, installation, service and maintenance service. Checking and verify contactors variation claims for work content and quality, ensuring all work by contractors is completed in a timely fashion. Education

§ HNC in Electrical Engineering Services or equivalent or be working toward this qualification or have extensive appropriate experience.

§ Electrical defined scope levels B and C Certificate (Part P).

§ Detailed understanding of all Regulations, Standards, Codes of Practice and Health and Safety procedures.

§ Asbestos awareness and working at heights training

Knowledge and Skills Required

In depth knowledge and understanding of the diverse lifestyles and needs of residents. High level of knowledge of housing, housing law and the regulatory framework Knowledge/awareness of the strategic property investment needs of the Group Knowledge of EU Procurement Directives and EU tendering rules. Experience of developing and implementing complex strategies to meet business needs. High level knowledge and experience of: Excellent customer care, staff management and interpersonal skills. Able to successfully manage and lead – where necessary - external consultants and contractors - within a performance management & improvement culture. Ability to contribute to, complex budget setting whilst monitor and control budgets Able to effective manage resources to achieve business objectives. Able to represent the organisation externally at an appropriate level with key stakeholders such as local authorities, partner agencies and residents groups. Ability to lead effective project teams delivering cross functional outcomes. High level analytical skill and an ability to deliver creative solutions and information in a diverse environment. Demonstrable skills in negotiating formal contracts with external organisations. Ability to work at a strategic level while working to tight deadlines Ability to communicate highly effectively, work under pressure, multi task and maintain high levels of attention to detail. - Partnering and a range of procurement mechanisms and procedures

Experience Required

Experience of undertaking complex defect diagnoses across electrical building services. Co-ordinating strategic actions to ensure and maintain required ratio between reactive and planned maintenance. Experience of working with residents and involving them in monitoring and shaping services. Experience of implementing quality systems Full understanding and administration of a range of contracts and contract forms Experience of managing complex contracts delivering high volumes of electrical building services repairs to housing, office and other building types. Sound and extensive experience of electrical installation, maintenance and service work, both domestic and commercial. Fully conversant with the requirements of all levels of mandatory and non-mandatory electrical testing, both domestic and industrial/commercial Experience of carrying out complex pre, intermediate and post site surveys/inspections relating to the maintenance, repair, service and installation of the engineering plant and equipment applicable to the relevant engineering discipline. Able to undertake diagnostic and quality control inspections of electrical equipment applicable to the relevant engineering discipline, providing advice and solutions to complex engineering problems. Production of detailed technical reports and specifications in electronic form. Site supervision relating to installation, service and repair & maintenance contracts from inception to completion, including attendance and participation in site/technical meetings. Previous experience of liaising with and managing external contactors, consultants, quantity surveyors and other related professionals. Directly dealing with residents and members of the public on a front line basis. Experience of preparing specifications of work for contractors and/or consultants to work to. Benefits
