Description:
Change Manager- Westminster- Permanent- up to £55k plus pension and holiday.

Our client are a high profile public sector client currently looking for an experienced Change Manager to join them on a permanent basis in London.

As Change Manager will be a key part of a small team supporting the management of the second phase of a delivery programme hybrid bill currently making its way through Parliament . This will include governance arrangements, process development and implementation, management of change control activities, performance reporting and stakeholder engagement, to assist the Hybrid Bill Delivery Directorate achieve Royal Assent.

The role will provide the secretariat to the Integrated Change Forum and will play a significant part in supporting the management of the Hybrid Bill Delivery programme during the particularly intensive Parliamentary phases.

About the role:

-Manage the hybrid Bill/Phase 2a programme change control activities, conduct quality assurance checks of change requests ensuring proposed changes are fully assessed with clear visibility of implications and movements from the programme baseline position in scope, budgets and schedule and evidence of consultation with other internal functions;

-Monitor, review and report to the Phase 2a Hybrid Bill Head of Project Controls on the quality of change proposals submitted for inclusion against baseline. Provide guidance and corrective actions to functional departmental staffs in order to improve quality of change control information;

-Ensure all approved changes are correctly attributed, and incorporated into, planned schedules of activity, costs models and estimates, and Work Breakdown Structure (WBS);

-Assist in preparation and submission of monthly performance reports for all programme changes to enable prompt decision-making, approvals and financial authorisations;

-Support ongoing development and implementation the programme change management processes using the Client Change Tool (CCT)

-Engage with hybrid Bill petition managers and wider Phase 2a stakeholders to maintain a forward look of impending programme changes.

The successful candidate will have experience of working in a large infrastructure project as well as;

-Understanding of change control principles and demonstrable experience of delivering project controls on a large scale programme/project;

-Understanding of change and configuration management tools and systems, including work breakdown and delivery structures and their impact and/or integration with change management;

-Project controls reporting and analysis in a similar role;

-Designing and maintaining Project Control related reports, for example Dashboards and contributing to wider corporate reporting;

-Good IT system user knowledge, (e.g. Microsoft products), document control, Excel and Word.

· Awareness of all aspects of change management within a project lifecycle;

Undertaking administrative and strategic tasks simultaneously contributing to wider delivery;

-Working on high profile, public sector or transport initiative;
